They signed a contract with the Russian seller to get the supply of a total quantity of 100K Barrels. But the seller needed a Letter of Comfort to proceed further.

The Russian Supplier demanded a BCL which could show the financial ability of the buyer. So, the buyer went to their bank hoping that they would provide the BCL MT799.
But, the bank was unable to issue such MT799, as they were not having sufficient funds in their bank account. They said the buyer has to maintain a good amount in their account as margin to qualify for BCL.
